UFC 157 prelims: Dennis Bermudez, Matt Grice deliver Fight of the Year candidate

ANAHEIM, Calif. -- UFC 157's preliminary card started with a bang and ended with a snoozer on Saturday.

Dennis Bermudez took a tight split decision in a fight that will go down as a fight of the year candidate. He won it 29-28, 28-29, 29-28 over Matt Grice.

Bermudez fell into full mount early in the round and rained punches down on Grice's head, but Grice got out and came back late in the round by leveling Bermudez with a left hook.

But it's the third round of the fight that the MMA world will remember. Bermudez threw everything but the kitchen sink at Grice, but Grice hung in. He continued to throw kicks and punches at Bermudez right up until the horn sounded and a grateful crowd in Anaheim came to its feet.

?That was insane. Somewhere around the second round I woke up and thought 'Oh, I?m in a fight, I think I am in California somewhere'," Bermudez said. "If he?d given me a reason, maybe I would have quit. I had that battle inside me where I maybe could have [quit] but I won that battle and from there got back into the fight."

Brendan Schaub used takedowns, and little else, to beat Lavar Johnson 30-27 on all the judges cards in the final fight of the prelims. With the crowd booing, Schaub repeatedly took down Johnson, who had little takedown defense.

Michael Chiesa continued his unbeaten streak with a rear naked choked of Anton Kuivanen. Chiesa rolled through to get into perfect position. He sunk in a rear naked choke that turned Kuivanen's face red. Kuivanen tapped at 2:29 in the second round.

Sam Stout managed another decision win, taking the split 29-28, 28-29 over Caros Fodor. 14 of his fights have ended with judges cards being read, and this decision put his record to 19-8.

Kenny Robertson made quick work of Brock Jardine. He stopped him with a knee bar at 2:57 in the first round.

"Sometime you gotta go with what you are handed. He was on top of me but didn?t have a great posture," Robertson said after the fight. "I saw the opening, so I grabbed his leg and hyper-extended it and he verbally submitted. I?ll take it. It is a first round win in the UFC."

For the card's opener, Nah-Shon Burrell and Yuri Villefort put on a thrilling bout that ended with Burrell taking the decision 30-27, 29-28, 29-28. Villefort had a strong first round, grabbing Burrell for two different submission attempts. But Burrell fought back in the second round, busting up Villefort's face with smart boxing. In the final round, Villefort grabbed a heel hook, but left his face open. Burrell used the opportunity to punch Villefort several time.

After the thriller by Burrell and Villefort, Neil Magny and Jon Manley's bout was a let down for the crowd in Anaheim. They spent much of the bout in a clinch, with Manley trying for a takedown that never came. Magny took the bout with better striking as the bout wore on.

NRA Uses Justice Department Memo To Accuse Obama On Guns

WASHINGTON -- The National Rifle Association is using a Justice Department memo it obtained to argue in ads that the Obama administration believes its gun control plans won't work unless the government seizes firearms and requires national gun registration ? ideas the White House has not proposed and does not support.

The NRA's assertion and its obtaining of the memo in the first place underscore the no-holds-barred battle under way as Washington's fight over gun restrictions heats up.

The memo, under the name of one of the Justice Department's leading crime researchers, critiques the effectiveness of gun control proposals, including some of President Barack Obama's. A Justice Department official called the memo an unfinished review of gun violence research and said it does not represent administration policy.

The memo says requiring background checks for more gun purchases could help, but also could lead to more illicit weapons sales. It says banning assault weapons and high capacity ammunition magazines produced in the future but exempting those already owned by the public, as Obama has proposed, would have limited impact because people now own so many of those items.

It also says that even total elimination of assault weapons would have little overall effect on gun killings because assault weapons account for a limited proportion of those crimes.

The nine-page document says the success of universal background checks would depend in part on "requiring gun registration," and says gun buybacks would not be effective "unless massive and coupled with a ban."

The administration has not proposed gun registration, buybacks or banning all firearms. But gun registration and ownership curbs are hot-button issues for the NRA and other gun-rights groups, which strenuously oppose the ideas.

Justice Department and White House officials declined to provide much information about the memo or answer questions about it on the record.

The memo has the look of a preliminary document and calls itself "a cursory summary" and assessment of gun curb initiatives. The administration has not release it officially.

But the NRA has posted the memo on one of its websites and cites it in advertising aimed at whipping up opposition to Obama's efforts to contain gun violence. The ad says the paper shows that the administration "believes that a gun ban will not work without mandatory gun confiscation" and thinks universal background checks "won't work without requiring national gun registration" ? ideas the president has not proposed or expressed support for.

"Still think President Obama's proposals sound reasonable?" Chris W. Cox, the NRA's chief Washington lobbyist, says in the ad.

Last month, White House spokesman Jay Carney said none of Obama's proposals "would take away a gun from a single law-abiding American." Other administration officials have said their plans would not result in gun seizures or a national gun registry.

A Justice Department official who would only discuss the issue on condition of anonymity said the NRA ad misrepresents Obama's gun proposals and that the administration has never backed a gun registry or gun confiscation.

While the memo's analysis of gun curb proposals presents no new findings, it is unusual for a federal agency document to surface that raises questions about a president's plans during debate on a high-profile issue such as restricting firearms.

Obama wants to ban assault weapons and ammunition magazines exceeding 10 rounds that are produced in the future. He wants universal background checks for nearly all gun purchases. Today, checks are only mandatory on sales by federally licensed gun dealers, not transactions at gun shows or other private sales.

His plan also includes tougher federal laws against gun trafficking and straw purchases, which occur when a person legally buys a firearm but sells it to a criminal or someone else barred from owning a weapon.

Interest in the gun issue has intensified since the December shootings in Newtown, Conn., that killed 20 first-graders and six staffers at an elementary school. The Democratic-led Senate Judiciary Committee plans to write legislation addressing some of Obama's proposals in the next week or two.

The NRA's Cox declined to say how his organization obtained the memo.

He said the commercial is running online in 15 states, including many Republican-leaning states where Democrats will defend Senate seats next year, such as Alaska, Arkansas, Louisiana, Montana, North Carolina, South Dakota and West Virginia. There are also ads in papers in five states.

The memo was written under the name of Greg Ridgeway, acting director of the National Institute of Justice, the Justice Department's research arm. It is dated Jan. 4, nearly two weeks before Obama announced his plan for restricting guns, and Ridgeway's first day as acting chief.

Justice Department officials said Ridgeway was not granting interviews. He came to the institute last July from the RAND Corporation, a nonprofit research institution where he studied criminal justice issues, and has a Ph.D. in statistics.

The memo says straw purchases and gun thefts are the largest sources of firearms used in crimes, and that such transactions "would most likely become larger if background checks at gun shows and private sellers were addressed."

Gun control supporters said the NRA ad and the Justice memo don't mention that the current federal background check system blocked gun sales to 2.1 million criminals and others barred from owning guns between 1994, when the checks began, and 2010. Also ignored is that Obama has proposed cracking down on straw purchases to prevent a growth in illegal transactions, they said.

Advocates of restricting guns also said the memo omitted mention of several studies that affirm the effectiveness of firearms curbs. These include a 2010 police group analysis showing more than one-third of police departments found increased criminal use of assault weapons and high-capacity magazines since the 2004 expiration of the ban on those items.

"It doesn't appear to be a serious discussion of gun violence prevention policy, never mind an expression of administration policy," said Joshua Horwitz, executive director of the Coalition to Stop Gun Violence.

The memo says that out of 11,000 annual gun homicides, an average of 35 deaths yearly are from mass shootings, defined as those with four or more victims.

"Policies that address the larger firearm homicide issue will have a far greater impact even if they do not address the particular issues of mass shootings," it says.

It says there were an estimated 1.5 million assault weapons before the 10-year ban on those firearms began in 1994, so their sheer number would weaken a new ban exempting existing weapons. Such guns accounted for just 2 percent to 8 percent of crimes before the 1994 ban, so eliminating assault weapons "would not have a large impact on gun homicides," the memo said.

Recent data on the assault weapons ban impact is scarce because since the 1990s, Congress has blocked most federal research on the effect that firearms have on public health. As part of the gun restrictions Obama proposed last month, he ordered federal scientific agencies to research gun violence.

David attributes problems paying property taxes for his commercial buildings in Binghamton as the reason he will not seek office.

In a statement sent on Friday David said, ?I worked hard to pay off the balance, with interest, as soon as possible, and am current on all my tax obligations. However, I believe those seeking higher office should be held to a higher standard.?

David is a real estate and business owner and works as public information officer at Broome Community College.

He ran against Mayor Matthew Ryan in the 2009 election.

UFC cutting Jon Fitch, others sends chilling message to fighters

The UFC pulled a surprising move on Wednesday, but it had nothing to do with a fight no one expected. Instead, the UFC gave the pink slip to several fighters, including one former title contender with an impressive UFC record.

Every one of the fighters is coming off of at least one loss. In the past, a fighter would worry about his job if he lost two fights in a row. However, MMA Junkie's John Morgan says the UFC is looking to trim its roster. With fighters coming over from Strikeforce, and the addition of the men's flyweight and women's bantamweight divisions, the UFC is going to have to make more tough decisions like this. Fighters have to win to keep their job.

In a speech Wednesday to a joint session of Nevada Legislature, the Democratic Senate majority leader said lawmakers should require Nevada utilities to increase the percentage of energy produced from renewable sources such as wind and solar.

In prepared remarks, Reid also expressed the need for more investment in education and said a law limiting the terms of elected officials should be repealed.

Reid also said Nevada should enact same-day voter registration and reject efforts to impose voter identification requirements.

French, Mali Troops in Gao Push Out Islamist Rebels

France's defense minister says that Malian and French troops have pushed out Islamist rebels who temporarily seized the town hall and mayor's residence in the city of Gao in northern Mali.

Jean-Yves Le Drian told reporters Thursday in Brussels that five Islamists were killed in the fighting and that the situation is back to normal.

New clashes between the militants and government troops supported by French forces erupted Wednesday in Gao, which was liberated last month after an occupation by Islamist insurgents.? Reports say that the Islamists had returned to Gao overnight and took control of some government buildings.

A correspondent told VOA that heavily armed Islamist militants took up positions in the mayor's office.? He said the office was set on fire during fighting that ensued, along with the courthouse and part of a nearby market.

Malian officials and militants say the militants are part of the Islamist group known as MUJAO, the Movement for Unity and Jihad in West Africa. ?

A Malian Defense Ministry spokesman told VOA that while Gao was liberated last month, "pockets of insecurity" remained in the city.

In another incident, a car bomb exploded near a military base in the northern city of Kidal, killing the bomber and one civilian.? The base was being used by French and Chadian forces.

In January, French troops entered Mali, a former French colony, at the request of the Bamako government to help drive back Islamist militants who had seized northern cities and were moving toward the capital.

U.S. House panel probes IRS contracts with Signet Computers

WASHINGTON (Reuters) - A Republican lawmaker who heads an investigatory panel is demanding documents from the U.S. Treasury department in a probe of whether an IRS employee steered contracts worth half a billion dollars to Signet Computers, according to a letter released on Thursday.

Representative Darrell Issa, chairman of the oversight and government reform panel in the Republican-controlled U.S. House of Representatives, sought the documents in a letter to Acting Treasury Secretary Neal Wolin dated Wednesday.

The letter describes committee interviews with witnesses alleging that Signet's owner had a personal relationship with a top contracting official at the Internal Revenue Service, and that the official inappropriately helped the company get federal contracts.

"If true, these allegations raise serious questions about the integrity of the acquisition process at the IRS and how the agency is using taxpayer money," Issa, whose committee has subpoena power, wrote in the letter.

The Internal Revenue Service is part of the Treasury Department, which had no comment on the matter. Phone numbers listed on the website of Signet Computers were disconnected. Signet has offices in Leesburg, Virginia and Washington, D.C., and provides computer network design and support and Internet security, according to its website.

According to the letter, a whistleblower in 2012 contacted the Treasury Department's inspector general for tax administration, an internal agency watchdog, with evidence that showed contracts were steered to Signet improperly.

The name of the IRS official, whose title was director of IT procurement, is blacked out in the letter. Signet's owner is named as Braulio Castillo in the letter.

Issa is requesting documents from Treasury related to communication between the two officials, among other information, by March 6.

Google Glass' Now-like UI finally revealed, just accept and say 'ok'

Ok, Glass translation, directions for Google's media darling revealed in video

If you've been wondering what all the Google this, Glass that fuss is all about, Mountain View's revealed what it'll be like to actually wear the virtual specs with a new video, now that it's announced limited availability. In it, we get to see how the search giant's integrated all its apps and functions in the upcoming wearable computer, how you're likely to use it, and what the results might be. To activate the device, users say "ok, glass," then it's off to the races.

From there, we see a hot air balloonist and ballet dancer initiate video recording and send an email or text with a voice command, which are likely to be jobs one and two for most users. Then, a (hopefully not distracted) stunt plane flyer joins a Google hangout mid-flight and sends real-time video to other members of the group, showing the Google+ and social interaction aspects of Project Glass. Image search is shown off by an ice sculptor, who selects various perspectives of a tiger for some inspiration.

The lost and confused are shown navigating their way through New York streets, the Golden Gate bridge, an airport and a ski hill to highlight Google's latest Maps and Now goodies, while a tourist all-too-happy with his Thai meal learns the word for delicious in that language using Google Translate. Finally, there's oodles of first person video from a fencer, horse jumper, trapeze artist, ping pong player and fire juggler, to name a few. All that gives us a sneak preview of the many, many YouTube videos likely to come from the device when it arrives -- though we'd hate to drop, burn or stab it by accident, given the cost. Poliquin: Perhaps the talents of Syracuse football's Ashton Broyld only need time to marinate

Syracuse, N.Y. -- This is that time in the week where you can ask me anything of a sports-related matter. All you need do is send a question to bpoliquin@syracuse.com (and include your name and the identity of your hometown) . . . and I?ll do my best to answer it.

Today?s question? It comes from North Carolina and it deals with a particular Syracuse University football player. Here goes . . .

QUESTION: What happened to Ashton Broyld? It seemed like there was so much hype about him, and based on the few plays he got in during the 2012 campaign I see why. Is he still at SU and do the coaches see a future for him as a starter?

ANSWER: First things first. Ashton Broyld, the all-purpose guy listed at 6-foot-4 and 229 pounds out of Rush Henrietta High School in Rochester, is still enrolled at Syracuse University and is in ownership of the same thing that comes with every uniform tossed to every athlete: Opportunity. The Orange coaches, like all coaches, will tell you that they won?t decide Broyld?s potential as a starter. Broyld will.

For the record, Ashton -- who has been variously billed as a quarterback, running back, wide receiver and kick returner . . . with hints that he may yet wind up at linebacker -- saw action in seven games as a true freshman during the 2012 season that ended for SU with an 8-5 record.

He played, in order, against Northwestern, Southern California, Stony Brook, Minnesota, Connecticut, Cincinnati and Louisville. He sat, in order, against Pittsburgh, Rutgers, South Florida, Missouri, Temple and West Virginia in the Pinstripe Bowl. He was rendered idle in six of the Orange?s last nine contests, during which the Syracuse club went 7-2.

Broyld?s stats? He rushed 36 times for 171 yards (4.8 average), caught seven passes for 53 yards (7.6 average) and returned one kick for 10 yards. He scored his lone touchdown of the season on a 22-yard run against Stony Brook on Sept. 15.

So, why didn?t Ashton play more than he did? Here are three reasons, Jeremy, for you to mull:

1. ?Tis said that the young man has small hands (relatively speaking) and therefore was deemed, with his current technique, to be something of a risk in the hallowed area of ?ball security.? Remember, it was John Heisman, his own self, who once stood before his team, held up the revered oblong object, and declared: ?Gentlemen, it is better to have died a small child than to fumble this football.? Doug Marrone, then the Syracuse boss who watched Broyld turn it over at a crucial time in the loss at Minnesota, has forever genuflected at the sound of those words.

2. Ashton failed to master the SU playbook, which made him (on a squad coming off a 5-7 campaign that had ended with five consecutive losses) a bit of a liability coming out of the chute. But then, his struggles with his duties, particularly in passing schemes, was a not-so-surprising development when you consider No. 3.

3. Here was a true freshman attempting to juggle college life, college courses and college football, the latter of which introduced him to competition he?d never encountered in high school or at Milford Academy. Sure, Broyld had been a star before enlisting with the Orange . . . but so was just about everybody else on the roster. And the fellas on the other side in the other colors were on scholarship, too.

So, without the benefit of a redshirt season, Broyld (albeit, a "star" in the Spring Game, for what that tedious exercise is worth) had to adjust "on the job" -- physically, mentally, emotionally, psychologically, spiritually -- and that kept him off the field more than some might have expected and/or hoped.

And there, Jeremy, is the famous rub. Fans and media types (and, yes, that would certainly include me) often fall victim to premature evaluation, which is never a good thing. We tend to rush to judgment, determining that somebody is a whiz-bang -- right now -- and when he or she isn?t . . . well, we want to know why. What?s wrong with the coach? What?s wrong with the kid? What?s wrong with the system?

Perhaps the answers are nothing, nothing and nothing. Perhaps some seasoning, some maturing, some marinating is needed. Perhaps a bit of slack should be allowed in the rope.

Back in the glorious day, Orson Welles used to hawk bottles of a certain nectar by invoking this catchphrase: ?We will sell no wine before its time.?

It just might be that some of us tried to sell Ashton Broyld, who potentially has as many as 42 college games ahead of him, before his time.

Govt moves to block 55 Facebook pages on Afzal Guru

NEW DELHI: The government has asked internet service providers to block 55 Facebook pages related to Afzal Guru. The notice by the Department of Telecom was issued a day before internet services were restored in Kashmir Valley after remaining suspended for a week following Afzal's hanging. It was on the same day, February 14, that the notice ordering ISPs to block 73 web pages with content relating to a private management college, Indian Institute of Planning and Management, was issued.

Afzal Guru was convicted for his role in the December 2001 Parliament attack and hanged earlier this month. His hanging set off a spate of protests in Kashmir despite a week-long curfew in the Valley.

The list of 55 Facebook pages includes several support groups and fan pages for Afzal Guru in addition to a profile page of a Bahraini journalist and the Facebook page of a Kashmiri news portal.

The DoT spokesperson could not say who had requested for these pages to be blocked. Group coordinator on cyber laws, Gulshan Rai, who is authorized to send out block notices to ISPs could not be reached for comment.

The notice was not made public by the DoT. The IT Rules introduced in 2009 prohibit disclosure about processes involved in blocking of internet sites.

Delhi-based lawyer Apar Gupta said the move seemed to be "calculated" since it came just before restoration of internet services in the Valley. "Legally speaking, some of the pages for which the block has been called speak of avenging Guru's death. However, the notice does not specify the reasons why the block has been ordered. It gives an impression that the government has something to hide," said Gupta. "The government seems to be growing reliant on blocking as a mode of governance, which is worrying, said cyber lawyer Pavan Duggal.

Microbes team up to boost plants' stress tolerance

Feb. 17, 2013 ? While most farmers consider viruses and fungi potential threats to their crops, these microbes can help wild plants adapt to extreme conditions, according to a Penn State virologist.

Discovering how microbes collaborate to improve the hardiness of plants is a key to sustainable agriculture that can help meet increasing food demands, in addition to avoiding possible conflicts over scare resources, said Marilyn Roossinck, professor of plant pathology and environmental microbiology, and biology.

"It's a security issue," Roossinck said. "The amount of arable land is shrinking as cities are growing, and climate change is also affecting our ability to grow enough food and food shortages can lead to unrest and wars."

Population growth makes this research important as well, Roossinck added.

"The global population is heading toward 9 billion and incidents of drought like we had recently are all concerns," said Roossinck. "We need to start taking this seriously."

Roossinck, who reports on the findings Feb. 17 at the annual meeting of the American Association for the Advancement of Science in Boston, said that she and her colleagues found an example of a collaboration between plants and viruses that confer drought tolerance to many different crop plants.

The researchers tested four different viruses and several different plants, including crops such as rice, tomato, squash and beets, and showed that the viruses increased the plants' ability to tolerate drought. Virus infection also provided cold tolerance in some cases.

A leafy plant, related to a common weed known as lamb's quarter, was also infected with a virus that caused a local infection. The infection was enough to boost the plant's drought tolerance and may mean that the virus does not have to actively replicate in the cells where the resistance to drought occurs, according to Roossinck.

In studies on plants that thrive in the volcanic soils of Costa Rica and in the hot, geothermal ground in Yellowstone National Park, viruses and fungi work together with plants to confer temperature hardiness, said Roossinck. Researchers found that fungi and a type of grass -- tropical panic grass -- found in Yellowstone National Park grow together in temperatures above 125 degrees Fahrenheit. If the plant and fungus are separated, however, both die in the same heat levels.

Because viruses are often present in plant fungi, Roossinck wondered if viruses played a role in the reaction.

"I noticed that all of the samples from the geothermal soils had a virus, so it seemed worth it to take a deeper look," said Roossinck.

The researchers found that there was no heat tolerance without the virus. Once the researchers cured the fungus of the virus, the plant was unable to withstand the heat. When the virus was reintroduced, the plant regained heat tolerance.

"A virus is absolutely required for thermal tolerance," said Roossinck. "If you cure the fungus of the virus, you no longer have the thermal tolerance."

While researchers do not entirely understand the role of viruses in helping plants withstand extreme conditions, Roossinck said that future research may help the agricultural industry naturally develop hardier plants, rather than rely on chemical solutions that threaten the environment.

"The question is, can we restore the natural level of microbes in plants and grow them better and more tolerant of environmental stress like heat and drought, or pathogens?" Roossinck said. "This may lead to more natural methods of creating crops that are more heat, drought and stress tolerant."

Kilicli helps West Virginia edge Texas Tech 66-64

MORGANTOWN, W.Va. (AP) - Deniz Kilicli scored a career-high 25 points as West Virginia held off a formidable comeback by Texas Tech for a 66-64 victory Saturday.

A potentially game-winning shot by the Red Raiders' Josh Gray hit the front of the rim at the buzzer.

The Mountaineers (13-12, 6-6 Big 12 Conference) were comfortably ahead 61-53 with 3:19 left, but Texas Tech (9-14, 2-10) made three 3-point shots in a span of 2:45 in an attempt to snap what is now a 6-game losing streak.

Kilicli's point total surpassed his 22-point effort against Providence on Feb. 5, 2012, when both teams were in the Big East.

Eron Harris had 15 points for West Virginia. It was his ninth double-figures effort since being inserted into the starting lineup by coach Bob Huggins 10 games ago.

Texas Tech sixth-man Jaye Crockett had a double-double with 18 points and 10 rebounds before fouling out.

GOP senators may delay Hagel vote over Benghazi

WASHINGTON (AP) ? Senate Republicans have questioned Chuck Hagel's truthfulness and they've challenged his patriotism.

Now they're threatening to stonewall his nomination to be President Barack Obama's defense secretary unless the White House gives them more information about what Obama was doing on the night of the deadly attack on the U.S. diplomatic mission in Benghazi, Libya.

Senate Majority Leader Harry Reid, D-Nev., has set the stage for a full Senate vote on Hagel, a former two-term Republican senator from Nebraska and twice-wounded Vietnam combat veteran. Reid filed a motion Wednesday to limit debate and force a vote, which is expected to be held Friday. While Democrats hold a 55-45 edge in the Senate and have the numbers to confirm Hagel on a majority vote, they need the support of five Republicans to clear the way for an up-or-down vote on him.

Sen. Lindsey Graham, R-S.C., said he'll vote against ending debate on Hagel's nomination, and Sen. John McCain, R-Ariz., may join him, if the White House doesn't tell them whether Obama spoke to any Libyan government official during the assault and requested assistance for the American personnel at the mission. U.S. Ambassador Chris Stevens and three other Americans died in the raid last September at the compound in Benghazi.

"There seems to not be much interest to hold this president accountable for a national security breakdown that led to the first ambassador being killed in the line of duty in over 30 years," Graham said. "No, the debate on Chuck Hagel is not over. It has not been serious. We don't have the information we need. And I'm going to fight the idea of jamming somebody through until we get answers about what the president did personally when it came to the Benghazi debacle."

McCain declined to say Wednesday whether he would try to delay Hagel's confirmation if Obama did not provide an answer. "My position right now is I want an answer to the question," he said.

The nomination of John Brennan as CIA director is also being delayed; the Senate Intelligence Committee is pushing off a vote amid demands that the White House turn over more details about drone strikes against terror suspects and about the Benghazi attacks. Intelligence Committee Chairwoman Dianne Feinstein of California said a vote likely will be postponed till late February.

A president's pick for a Cabinet post usually requires only a majority vote, leading Reid to accuse Senate Republicans of orchestrating a filibuster against a nominee for defense secretary for the first time in the country's history.

But the top Republican on the Senate Armed Services Committee challenged Reid's claim, saying it's not unusual to hold a Cabinet nominee to a 60-vote threshold. "It's not a filibuster," said Sen. James Inhofe, R-Okla. "This has happened (before), and it's happening again right now."

Sen. Carl Levin, D-Mich., the chairman of the Armed Services Committee, said he's confident that the White House will supply the information Graham and McCain want and that Hagel will be confirmed.

A bitterly divided Armed Services Committee on Tuesday voted to approve Hagel by a 14-11 vote, with all the panel's Democrats backing him. The committee's Republicans were unified in opposition to their onetime colleague, who will succeed Defense Secretary Leon Panetta if he's confirmed.

Hagel has faced intense opposition from Republicans, who have challenged his past statements and votes on Israel, Iran, Iraq and nuclear weapons.

But the questions and comments before Tuesday's vote took a more personal and confrontational turn. Sen. Ted Cruz, R-Texas, demanded that Hagel provide information on compensation for speeches over a five-year period ? three years more than required ? and suggested that without the information, the committee wouldn't know whether Hagel got money from "extreme and radical groups."

Inhofe said reports about Iranian leaders praising Hagel's nomination back up Cruz's claim. "I'd say he's endorsed by them. You can't get any cozier than that," Inhofe said.

Sen. Susan Collins, a moderate Republican senator from Maine once thought to be a possible backer of Hagel's nomination, said Wednesday she'll oppose his confirmation. Hagel's views on the most critical threats facing the United States are "unsettling," she said in a four-page statement.

Collins said Hagel was unwilling to ask the European Union to designate Hezbollah a terrorist organization in 2006, and he has been hesitant to back the use of all nonmilitary options, such as unilateral sanctions, to pressure Iran into ceasing its nuclear program.

But Collins, who serves on the Senate Intelligence Committee, said she would not join in a filibuster to block a final vote.

In a statement, Collins said that Hagel's "courageous military service deserves our praise and gratitude" and that he cares deeply about the welfare of the troops. But she said she could not get past what she described as Hagel's troubling record on key national security issues. Confirming him as defense secretary would send the wrong message to the country's allies and adversaries about the resolve of the United States, Collins said.

"I am unable to support Senator Hagel to be the next secretary of defense because I do not believe his past positions, votes and statements match the challenges of our time, and his presentations at his (confirmation) hearing did nothing to ease my doubts," Collins said. "I regret having to reach that conclusion given our personal relationship and my admiration for Senator Hagel's military service. But I have concluded that he is not well-suited for the tremendous challenges our country faces during this dangerous era in our history."

Two Republicans ? Sens. Thad Cochran of Mississippi and Mike Johanns of Nebraska ? have announced their support for Hagel.

U.S. targets finances of leader of al Qaeda in Mali

WASHINGTON (Reuters) - The Treasury Department said on Thursday it was freezing any assets the new leader of al Qaeda's branch in Mali may have in the United States and prohibited Americans from doing business with him, taking steps aimed at starving the finances of his militant group.

The sanctions targeted Yahya Abu Al-Hamman, leader in the Sahel of al Qaeda's North African wing AQIM, or al Qaeda in the Islamic Maghreb.

"We have witnessed the suffering that AQIM has inflicted on the innocent populations and hostages under its control and remain determined to cut off the funding it needs to recruit new members and carry out future terrorist attacks," Treasury Under Secretary for Terrorism and Financial Intelligence David Cohen said in a statement.

The Treasury Department said that kidnapping foreigners and holding them for ransom has netted the group millions of dollars. Currently, it is believed to be holding at least seven French hostages.

Around 4,000 French troops, backed by the Malian army and several thousand troops from other African states, have driven the al Qaeda-linked Islamist alliance from Mali's main northern towns into the remote northeast mountains.

But Islamist insurgent suicide bombings and a rebel raid last Sunday in the Saharan town of Gao have raised fears of the French becoming bogged down in an arduous counter-insurgency war in Mali.

?Today, we are one step closer to marriage equality in Illinois,? Quinn said in a statement. ?Couples across Illinois have even more reason today to celebrate their love for each other, thanks to the hard work of committed advocates and lawmakers.?

Praise also came from Chicago mayor and former chief of staff to President Obama, Rahm Emanuel, who called on the Illinois House to pass the bill.

?When two people love each other, no government entity should stand in the way of letting them express that love,? said Emanuel. ?It is time that our laws reflect our values and I am so proud that on this Valentine?s Day, the Illinois Senate has voted to approve gay marriage.?

If passed, the measure would officially change state law from an act between a man and a woman to two people. Illinois residents in civil unions would be able to convert them to marriages with a year of the law going into effect.

It is not clear yet when the Illinois House will take up the measure.

The president?s home state would become the 10th state to legalize same-sex matrimony, and the first in the midwest to do so through legislation. Obama announced last year he supports gay marriage.
